Step 1
Start by opening photo on Photoshop.

Step 2
From this photo choose one of the girls. I choose the one in the middle and use the Crop Tool to select area. After selection, go to Image > Crop.

After selection, go to Image > Crop. You should have something like photo below.

Step 3
Now we are going to increase contrast of the photo. To do that, duplicate layer (Ctrl+J) and change layer mode to Overlay on new layer.

Step 4
Duplicate again new layer (Ctrl+J) and change layer mode for it to Screen instead of Overlay.

Step 5
Merge all the layers together with Layer > Merge Visible. Now we have only one layer. Apply Image > Adjustments > Levels with next presets for this layer.

Step 6
Apply again Image > Adjustments > Levels, but this time you have to change options only in Red channel.

Step 7
Go one more time to Image > Adjustments > Levels to make some changes in Blue channel.

Step 8
Duplicate current layer with Ctrl+J again, then apply Filter > Blur > Gaussian Blur with similar settings to these:

Step 9
Change layer mode to Multiply for this layer.

Step 10
Duplicate current layer with Ctrl+J and change layer mode to Soft Light on new layer created.

Step 11
Copy current layer one more time with Ctrl+J and change layer mode to Normal for copy.

Step 12
Select Rectangular Marquee Tool and create selection similar to mine on newly created layer.

Press Delete button to clear selected area and remove selection with Ctrl+D.

Step 13
Apply Strole layer effect by going to Layer > Layer Style > Stroke for newly created frame.

You might want to experiment with different filters, layer styles and layer modes and all that to get some unique outcomes, you just have to get creative!
